After the federal sports gambling ban known as the Professional and Amateur Sports Protection Act (PASPA) of 1992 was overturned in 2018, it allowed each state the choice to legalize sports betting.  Arizona politicians did so in 2021 with the first legal sports bets coming before that year’s NFL regular season kickoff.

Although online casinos have not been legalized in Arizona, land-based casinos date back to the early 1990s, after the Indian Regulatory Gaming Act of 1988 allowed Casinos to be built upon reservation land owned by the Native Tribes.

  • The Indian Regulatory Gaming Act was established in 1988, stating that a compact between the site and the state had to be negotiated and agreed upon before any casino establishment was built on reservation land. At the time, then-Gov. Fife Symington opposed gambling. This led to confrontations between many tribes and the State.

  • In 1992, the conflict between the Yavapai Indians and the National Indian Gaming Commission over the Fort McDowell Casino began and would ultimately pave the way for Indian Gaming in Arizona.  What followed was a three-week standoff between the tribe and the FBI, who raided the casino establishment to seize all of the 300-odd slot machines.  This showdown resulted in the persuasion of Symington to sign and agree upon a gaming contract between the Yavapai Tribe to permit the establishment to continue running.

  • Other notable dates in the History of gambling in Arizona include the agreement of a compact between the Hopi Tribe, the last remaining casino establishment left unsigned at that time, and Gov. Doug Ducey in November 2017. Gov. Ducey also signed a new compact legalizing sportsbooks and sports betting activities in AZ in 2021.

  • Roughly two-dozen Arizona tribes have agreed to gaming compacts since 1992. 

  • On April 15th, 2021, Ducey signed into law legislation that allowed up to 10 tribes to launch statewide mobile sportsbooks; all federally recognized gaming tribes are able to open in-person sportsbooks on their respective tribal lands.

  • This Gaming Compact authorizes the Arizona Department of Gaming to oversee all the gambling activities at the tribal casinos and ensure they contribute a portion of their revenue to the state.

  • Daily Fantasy Sports (DFS) in Arizona was legalized as part of the sports betting bill.  

  • Arizona launched its first legal DFS platforms on August 28th, 2021, with the first online sportsbook launching on Sep. 9, 2021.
